Kānāwai


In ancient times, native Hawaiians drew their water supplies from fresh water streams, springs, lakes and shallow wells.

For centuries, Hawaiians recognized the life giving qualities and significance and value of water to their survival.  Water is life; water is wealth.

You could draw water from only the upper parts of the stream. Bathing was to be done downstream. Damaging irrigation systems or harming the water source was severely punished. Water conservation was a preeminent law of the land.  (HBWS)

The Hawaiian word for ‘law’ is kānāwai - it is interesting to note that the literal translation of kānāwai is ‘relating to water.’  Traditional Hawaiian law initially developed around the management and use of water.  (Sproat)

The first laws or rules of any consequence that the ancient Hawaiians ever had are said to have been those relating to water.  The rules were undoubtedly simple at first.  The supply of water was usually ample to satisfy the requirements of the land; cultivation on a large scale for purposes of export was unknown. In pre-Captain Cook times, taro played a vital role in Hawaiian culture. It was not only the Hawaiians’ staple food but the cultivation of kalo was at the very core of Hawaiian culture and identity.  The early Hawaiians probably planted kalo in marshes near the mouths of rivers.

Over years of expansion of kalo lo‘i (flooded taro patches) up slopes and along rivers, kalo cultivation in Hawai‘i reached a unique level of engineering and sustainable sophistication.  The irrigation systems enabled them to turn vast areas into farm lands, feeding a thriving population over the centuries before Westerners arrived.

Kalo lo‘i systems are typically a set of adjoining terraces that are typically reinforced with stone walls and soil berms. Wetland taro thrives on flooded conditions, and cool, circulating water is optimal for taro growth, thus a system may include one or more irrigation ditches, or ‘auwai, to divert water into and out of the planting area.  (McElroy)

Dams that diverted water from the stream were a low loose wall of stones with a few clods here and there, high enough only to raise water sufficiently to flow into the ʻauwai, which entered it at almost level.

The quantity of water awarded to irrigate the loʻi was according to the number of workers and the amount of work put into the building of the ʻauwai.  Water rights of others taking water from the main stream below the dam had to be respected, and no ʻauwai was permitted to divert more than half the flow from a stream.  (Handy & Handy)

In some ʻauwai, not all of the water was used; after irrigating a few patches, the ditch returned the remainder of the water to the stream.  (YaleLawJournal)  By rotation with others on the ʻauwai, a grower would divert water from the ʻauwai into his kalo. The next, in turn, would draw off water for his allotted period of time.  (KSBE)

Loʻi dependent on an ʻauwai also took their share of water in accordance with a time schedule, from a few hours at a time day or night up to two or three days. In times of drought the luna wai (water boss) had the right to adjust the sharing of available water to meet needs.  (Handy & Handy)

With ‘contact’ (arrival of Captain Cook in 1778,) Western influence played into the management and use.  Kingdom laws formalized and reduced Hawaiian customs and traditions to writing.

The Declaration of Rights and Constitution of 1839-40, which was the first Western-style constitution of the Hawaiian Kingdom, expressly acknowledged that the land, along with all of its resources, “was not (the King’s) private property. It belongs to the Chiefs and the people in common, of whom (the King) was the head and had the management of landed property.”

In 1860, an act was passed providing for the appointment in each election district throughout the Kingdom of three suitable persons to act as commissioners to decide on all controversies respecting rights of way and rights of water between private individuals or between private individuals and the government (the powers and duties of the commissioners were finally, by act of 1907, transferred to the circuit judges.) Then groundwater was pursued when James Campbell envisioned supplying the arid area of ʻEwa with water.  He commissioned California well-driller James Ashley to drill a well on his Honouliuli Ranch.  In 1879, Ashley drilled Hawaiʻi’s first artesian well; Campbell's vision had made it possible for Hawaiʻi's people to grow sugar cane on the dry lands of the ʻEwa Plain.

Subsequent well production expanded and diversified the collection and distribution of water.  (Now, nearly all of Hawaiʻi’s drinking water comes from groundwater sources.

Constitution amendments in the 1978 Constitutional Convention (later ratified by the people,) put water as a public resource.  Under the State Constitution (Article XI,) the State has an obligation to protect, control and regulate the use of Hawaii's water resources for the benefit of its people.

Ground and surface water resources are held in public trust for the benefit of the citizens of the state.  The people of Hawaiʻi are beneficiaries and have a right to have water protected for their use and/or benefit.

Legal challenges and subsequent decisions by the Hawaiʻi Supreme Court identified four public trust purposes: Maintenance of water in their natural state; Domestic water use of the general public, particularly drinking water; Exercise of Native Hawaiian traditional and customary rights; and Reservations of water for Hawaiian Home Lands.

In 1987, the State Water Code was adopted by the Hawaiʻi Legislature, which set in place various layers of protection for all waters in the Hawaiian Islands; it formed the Commission on Water Resource Management.

The Hawaiʻi Water Plan adopted by the Water Commission (that includes the Water Resource Protection Plan, Water Quality Plan, State Water Projects Plan, Agricultural Water Use and Development Plan and Water Use and Development Plans for each County) is critical for the effective and coordinated protection, conservation, development and management of the State's water resources.

A comment by an Associate Justice on the Supreme Court 100-years ago holds true today,  "Water rights are destined to play an important part in the future of Hawaiʻi as they have in its past.”

“The growth of urban communities and the agricultural development of the territory render inevitable the conservation and use in an increasing degree of the available waters, with probably consolidation of some rights and new distributions of others. The subject will lose none of its interest with the passage of time.”  (Perry)

We are reminded of the importance of respect and responsibility we each share for the environment and our natural and cultural resources - including our responsibility to protect and properly use and manage our water resources.

I was honored to have served for 4½-years as the Chair of the State’s Commission on Water Resource Management overseeing, managing and regulating the State’s water resources.

We are fortunate people living in a very special place.  Let's continue to work together to make Hawaiʻi a great place to live.

Wetland Taro


Wākea and Papa, sky-father and earth-mother, who by the ʻOpūkahonua lineage were half-brother and half-sister, were said to be the parents of islands, Hawaiʻi and Maui (and later Kauaʻi, Niʻihau, Lehua, and Kaʻula - the rest were added later.)  According to tradition, their first human offspring was a daughter, Hoʻohōkūkalani (to generate stars in the sky.)

Wākea seduced his daughter, Hoʻohōkūkalani.  Their first child was born prematurely; they named him Hāloa-naka (quivering long stalk.)  They buried him in the earth and from that spot grew the first kalo (taro) plant. The second child, named Hāloa in honor of his elder brother, was the first Hawaiian Aliʻi Nui and became the ancestor of all the Hawaiian people.

Thus kalo, which was the main staple of the people of old, is also the older brother of the Hawaiian race.

Traditions on the island of Oʻahu provide the names of a dynasty of ruling chiefs including Mā’ilikūkahi, around 1500 (about the time Columbus crossed the Atlantic.) Māʻilikūkahi is said to have enacted a code of laws in which theft from the people by chiefs was forbidden.

A son of Mā’ilikūkahi was Kalona-nui, who in turn had a son called Kalamakua. Kalamakua is said to have been responsible for developing large taro gardens in what was once a vast area of wet-taro cultivation on Oʻahu: the Waikiki-Kapahulu-Mōʻiliʻili-Mānoa area. The extensive pond fields were irrigated by water drawn from the Mānoa and Pālolo Valley streams and large springs in the area.

Other chiefs mentioned in Oʻahu traditions were associated with organizing activities in more systematic ways than those in times previous to them; one such high chief was Kākuhihewa.

Another great chief of Oʻahu, Kualiʻi, was famous for the kolowalu law: “If a man says, ‘I am hungry for food’ feed (him) with food, lest he hungers and claims his rights by swearing the kolowalu law by his mouth, whereby that food becomes free, so that the owner thereof must observe the law faithfully.”

Hawaiians knew the productive advantages of growing wetland taro and placed the greater effort in this area very early, when required to increase food production capabilities for the rapidly increasing number of people. By the time of Captain Cook's visits in 1778 and 1779, every large river valley in the islands contained many loʻi (pond fields,) and each was systematically irrigated by means of ditches delivering water to the fields spread throughout the valley.

Usually, water was fed into an irrigation ditch from a stream. A loose-rock dam built across the stream allowed water to flow between and over the top of the rocks to provide for farmers living downstream. The dam functioned to raise the water level just high enough at that point to permit water to flow into the ditch leading to the terraces.

In this way the amount and speed of the water could be controlled. If too much water was found to be flowing into the ditch, a few stones could be removed from the dam, thus lowering the water level and reducing the volume of water entering the ditch.

The speed of the flow of water into the pondfields was controlled by the length and slope of the ditch. By varying the length and grade of the ditch, its builders were able to maintain a constant and low-level gradient over variegated terrain. The flow through the pond fields was controlled by the height of the terraces.

Kalo lo‘i systems are typically a set of adjoining terraces that are typically reinforced with stone walls and soil berms. The ʻauwai construction and maintenance formed foundations around which an entire economy, class system and culture functioned.  The ʻauwai, lo‘i and the taro plant’s mythical and spiritual connections in Hawaiian society influenced individual and social activity within the ahupua‘a.  (Handy, HART)

The different representatives in the ahupuaʻa taking part in the work furnished men according to the number of kalo growers on each land.  (The quantity of water awarded to irrigate the loʻi was according to the number of workers and the amount of work put into the building of the ʻauwai.)

David Malo explained how a taro garden could keep a large number of people in vegetable food continuously:  “Some farmers did not plant a great deal at a time. They would plant a little, and after waiting a few months, they planted more land. So they continued to plant a little at a time during the months suitable for planting. The food did not all ripen at once, and by this plan the supply was kept up for a long time and they had no lack of food.”

On the question of the productivity of wet-land taro versus dry-land taro, some missionaries recorded their experiences and observations in 1847 and 1848. They helped answer the question: What number of people could be fed by one acre of land, of average quality in the district, if cultivated for kalo?

Rev. Armstrong suggested that there would be 'food enough for ten persons' on an acre of average taro land in Honolulu, that is, subsistence for ten persons.  “With proper management, kalo (taro) land needs no rest. So the natives tell me. Let the water be kept constantly upon it and the weeds cleared out and that is all that is needed. The kalo plants, however, must be changed every crop. It requires about a year to bring a crop of kalo to maturity.”  (Armstrong)

Rev. Johnson of Hanalei, Kauaʻi, a noted wetland taro-producing valley, suggested that 25 people subsist on an acre of good taro land.

Writing from his experiences on the well-watered windward side of Oʻahu, Rev. Parker wrote:  “An acre of kalo land would furnish food for from twenty to thirty persons, if properly taken care of. It will produce crops for a great many years in succession, without lying fallow any time.”

Rev. Bishop, writing from ʻEwa District on Oʻahu, suggested that 15-20 people could be fed from an acre of taro:  “Good kalo land, irrigated by water, improves by cultivation. It only requires time enough between crops to rot the weeds, which serve as manure.”

Rev. Emerson lived and worked in Waialua District on Oʻahu where several large rivers and numerous springs watered the land.

He wrote: “Twenty persons, I think can be fed on an acre of good kalo land. The land can generally be cultivated perpetually, if it has two or three months between each crop, in which to decompose the weeds which might grow during the time the kalo was ripening.”

“I have a large kalo patch that has not been left to rest one month at a time for fifteen years, and yet it produces as largely as fifteen years since. I presume the same parch was cultivated centuries before I knew it. It requires one year for kalo to come to maturity.”

In 6 to 12-months, depending upon plant variety along with soil and water conditions, the taro is generally ready to harvest. Each parent tuber produces from two to 15 ʻohā, side tubers of corms, up to 6 inches in diameter.

The Hawaiian concept of family, ‘ohana, is derived from the word ‘ohā (Fig., offspring, youngsters,) the axillary shoots of kalo that sprout from the main corm, the makua (parent.)  Huli, cut from the tops of mauka and ‘ohā are then used for replanting to regenerate the cycle of kalo production.

Taro or Kalo has been a traditional form of food sustenance and nutrition, particularly in ancient Hawaiian culture.  Reportedly, it is the world’s fourteenth most-consumed vegetable.  All parts of the plant are eaten, including poi, table taro (the cooked corm,) taro chips and luau leaf.

The foregoing information (primarily from Marion Kelly and Lilikalā Kameʻeleihiwa (with some help from some others to fill some gaps)) helps answer some of the When, Why, Where and How Much questions related to wetland taro farming.

ʻAuwai

Taro can be cultivated by two very different methods. Upland, or dryland, taro is planted in non-flooded areas that are fed by rainfall. Lowland, or wetland, taro is grown in water-saturated fields.

The early Hawaiians probably planted kalo in marshes near the mouths of rivers. Over years of progressive expansion of kalo lo‘i (flooded taro patches) up slopes and along rivers, kalo cultivation in Hawai‘i reached a unique level of engineering and sustainable sophistication.

Most important in the system of distribution of water for application to the soil were the main ditches diverting the water from natural streams. Each of these large ʻauwai was authorized and planned by the King or by one or more chiefs or konohiki whose lands were to be watered thereby, the work of excavation being under the direction of the chief providing the largest number of men.  (Perry, Hawaiʻi Supreme Court)

Taro cultivation affected many aspects of Hawaiian life: the labor required to build and maintain the ʻauwai; the shared water rights; and tributes to the Mō‘ī and to the chiefs (Ali‘i.)  (Handy, HART)

All ʻauwai had a proper name, and were generally called after either the land, or the chief of the land that had furnished the most men, or had mainly been instrumental in the inception, planning and carrying out of the required work. All ʻauwai tapping the main stream were done under the authority of a konohiki of an ahupuaʻa.  (Nakuina, Thrum)

ʻAuwai were generally dug from makai - seaward or below - upwards. The konohiki who had the supervision of the work having previously marked out where it would probably enter the stream, the diggers worked up to that point.

No ʻauwai was permitted to take more water than continued to flow in the stream below the dam (i.e. no more than half.)

Use of the water was regulated by time increments, which varied from a few hours each day for a small kalo patch to two or three days for a kalo plantation. By rotation with others on the ʻauwai, a grower would divert water from the ʻauwai into his kalo. The next, in turn, would draw off water for his allotted period of time.  (KSBE)

The ʻauwai primarily existed to support taro cultivation.   Other crops, such as sweet potatoes, bananas or sugar cane, were regarded as dry land crops dependent on rainfall.  Sugar cane and bananas were almost always planted on loʻi banks (kuauna) to receive moisture seeping through.  (Nakuina, Thrum)

ʻAuwai varied in size and structure depending on the number and size of lo‘i they irrigated. In smaller lo‘i, water could be directed from one terrace into the next below it. However, larger lo‘i required individual ʻauwai capable of carrying more water. In more complex systems, these might be branches from another ʻauwai, often connected to the same source.  (HART)

An early description of ʻauwai is from explorer Nathaniel Portlock, noting the Kauaʻi ʻauwai in 1787, “This excursion gave me a fresh opportunity of admiring the amazing ingenuity and industry of the natives in laying out the taro and sugar-cane grounds; the greatest part of which are made up on the banks of the river, with exceeding good causeways made with stones and earth, leading up the valleys to each plantation; the taro beds are in general a quarter of a mile over, dammed in, and they have a place on one part of the bank, that serves as a gateway.”

“When the rains commence, which is in the winter season, the river swells with the torrents from the mountains, and overflowed their taro-beds; and when the rains are over, and the rivers decrease, the dams are stopped up, and the water kept in to nourish the taro and sugar-cane during the dry season; the water in the beds is generally about one foot and a half, or two feet, over a muddy bottom … the taro also grows frequently as large as a man’s head.”

Another early description of ʻauwai and loʻi is from Otto von Kotzebue, a Russian naval officer who was in the Islands in 1816, "The artificial taro fields, which may justly be called taro lakes, excited my attention. … I have seen whole mountains covered with such fields, through which water gradually flowed; each sluice formed a small cascade which ran ... into the next pond, and afforded an extremely picturesque prospect."

The burden of maintaining the ditches fell upon those whose lands were watered; failure to contribute their due share of service rendering the delinquent hoaʻāina (tenant) subject to temporary suspension or to entire deprivation of their water rights or even to total dispossession of their lands.  (YaleLawJournal)

One notable ʻauwai, with water still flowing through it (however, the loʻi kalo is long gone) is in Nuʻuanu.  After damage to the ʻauwai system during the battle of Nuʻuanu, Kamehameha moved to quickly restore the valley's agriculture production, summoning Kuhoʻoheiheipahu Paki to rebuild the irrigation system.

“(I)n three days, (Paki) rallied several hundred men to construct the tremendous Nuʻuanu irrigation system which supplies the numerous pondfields (from Luakaha, near Kaniakapūpū to around what is now Judd Street) ...this irrigation system is known even today as the Paki ʻauwai." (Hawaiʻi Legislature)

Among other loʻi along its course, Paki ʻAuwai served the loʻi kalo of Queen Emma at Hānaiakamālama (the Queen’s Summer Palace.)

Ancient Agricultural Production Intensification



According the research and reporting by noted archaeologists, there were three main technological advances resulting in food production intensification in pre-contact Hawai‘i: (a) walled fishponds, (b) terraced pondfields with their irrigation systems and (c) systematic dry-land field cultivation organized by vegetation zones.

Walled Fishponds

The Hawaiian walled fishpond stands as a technological achievement unmatched elsewhere in island Oceania.  Hawaiians built rock-walled enclosures in near shore waters, to raise fish for their communities and families.  It is believed these were first built around the fifteenth century.

Only in Hawaiʻi was there such an intensive effort to utilize practically every body of water, from seashore to upland forests, as a source of food, for either agriculture or aquaculture.

The ancient Hawaiian fishpond is a sophisticated land and ocean resource management technique.  Utilizing raw materials such as rocks, corals, vines and woods, the Hawaiians created great walls (kuapā) and gates (mākāhā) for these fishponds.

The general term for a fishpond is loko (pond), or more specifically, loko iʻa (fishpond).  Loko iʻa were used for the fattening and storing of fish for food and also as a source for kapu (forbidden) fish.

The cultivation of fish took place in Hawaiian agricultural pondfields as well as in specialized fresh and brackish water fishponds. Walled, brackish-water fishponds were usually constructed on the reef along the shore and one or more mākāhā.

Samuel M. Kamakau points out that “one can see that they were built as government projects by chiefs, for it was a very big task to build one, (and) commoners could not have done it (singly, or without co-ordination.)” Chiefs had the power to command a labor force large enough to transport the tons of rock required and to construct such great walls.

In 1848, when King Kamehameha III pronounced the Great Māhele, or land distribution, Hawaiian fishponds were considered private property.  This was confirmed in subsequent Court cases that noted “titles to fishponds are recognized to the same extent and in the same manner as rights recognized in fast land.”

Lo‘i Kalo (terraced pondfields)

A second technological invention by Hawaiian Polynesians was the development of their extended stone-faced, terraced pondfields (lo‘i) and their accompanying irrigation systems (‘auwai) for the intensive cultivation of wetland taro (kalo.)

The terraces were irrigated with water brought in ditches from springs and streams high in the valleys, allowing extensive areas of the valleys to be cultivated. The irrigation ditches and pondfields were engineered to allow the cool water to circulate among the taro plants and from terrace to terrace, avoiding stagnation and overheating by the sun, which would rot the taro tubers.

An acre of irrigated pondfields produced as much as five times the amount of taro as an acre of dryland cultivation. Over a period of several years, irrigated pondfields could be as much as 10 or 15 times more productive than unirrigated taro gardens, as dryland gardens need to lie fallow for greater lengths of time thin irrigated gardens.

In addition, walled pondfields not only produce taro, but were also used to raise an additional source of food, freshwater fish: primarily the Hawaiian goby (‘o‘opu nakea) and certain kinds of shrimp (‘opae.)

Captain George Vancouver visited O‘ahu in 1792 and wrote about the taro gardens in tine Waikīkī-Kapahulu-Mo‘ili‘ili-Manana complex that he observed:
“Our guides led us to the northward through the village [Waikiki], to an exceedingly well-made causeway, about twelve feet broad, with a ditch on each side.  This opened to our view a spacious plain…the major part appeared divided into fields of irregular shape and figure, which were separated from each other by low stone walls, and were in a very high state of cultivation.”

In 1815, the explorer Kotzebue added to these descriptions by writing about the gardens and the artificial ponds that were scattered throughout the area:
“The luxuriant taro-fields, which might be properly called taro-lake, attracted my attention.  Each of these consisted of about one hundred and sixty square feet, forms a regular square, and walled round with stones, like our basins. This field or tank contained two feet of water, in whose slimy bottom the taro was planted, as it only grows in moist places. Each had two sluices. One to receive, and the other to let out, the water into the next field, whence it was carried farther.”

Dryland Field System

The third form of subsistence intensification involved the systematic cultivation of dryland crops in their appropriate vegetation zones as exemplified by the Field Systems in Kona, Kohala, Kaupō and Kalaupapa (Ka‘ū reportedly also has a field system.)

Cultivation of the soil in Kona was characterized by a variety of non-irrigated root and tree crops grown for subsistence, each farmer having gardens in one or more vegetation zones. Each crop was cultivated in the zone in which it grew best.

Reverend William Ellis described the area behind Kailua town in Kona above the breadfruit and mountain apple trees as, “The path now lay through a beautiful part of the country, quite a garden compared with that through which they had passed on first leaving the town.”

“It was generally divided into small fields, about fifteen rods square fenced with low stone walls, built with fragments of lava gathered from the surface of the enclosures. These fields were planted with bananas, sweet potatoes, mountain taro, paper mulberry plants, melons, and sugar-cane, which flourished luxuriantly in every direction.”

Farmers found, farmed and intensified production on lands that were poised between being too wet and too dry.  Archaeological evidence of intensive cultivation of sweet potato and other dryland crops is extensive, including walls, terraces, mounds and other features.

The fields were typically oriented parallel to the elevation contours and the walls; sometimes these were made up of a grid of rain-fed plots, defined by low stone field walls built, in part, to shelter sweet potatoes and other crops from the wind.

Since the dryland technique was away from supplemental water sources, this was truly dryland agriculture.  There was no evidence to level terraces as in irrigated pondfield systems (taro lo‘i,) and there was no evidence of water control features or channels; so the conclusion was the system was strictly rainfed.
