Honuʻapo


Honuʻapo is literally translated as “caught turtle” (Pukui,) but others suggest Honuʻapo was originally Honua‘apo, meaning “embraced land”, or land embraced by a kapu. “Honua‘apo” has its origin with a cave that was a place of refuge and was therefore kapu.  (Haun)

When Captain James Cook traveled this part of the Island in January 1799, King, who accompanied Cook on the voyage, wrote:
“It is not only the worst part of the Island but as barren waste looking a country as can be conceived to exist…”

“… we could discern black streaks coming from the Mountain even down to the seaside… horrid and dismal as this part of the Island appears, yet there are many villages interspersed, and it struck as being more populous than the part of Opoona (Puna) which joins Koa (Kaʻū.) There are houses built even on the ruins (lava flows) we have described.”

In July 1823, Protestant missionary Reverend William Ellis visited Kaʻū and said this of Honuʻapo:  “From the manner in which we were received at Honuʻapo, we should not think this village had been often visited by foreigners…”

“… for on our descending from the high land to the lava on which the town stands, the natives came running out to meet us from all quarters, and soon gathered so thickly around us, that we found it difficult to proceed…”

“We passed through the town to the residence of the head man, situated on the farthest point towards the sea. He invited us to his house, procured us water to wash our feet with, and immediately sent to an adjacent pond for some fish for our supper.”

“While that was preparing, the people assembled in crowds around the house, and a little before sun-set Mr. Thurston preached to them in the front yard. Upwards of 200 were present…”

Soon after Ellis’s visit to Honuʻapo there was an influx of Westerners. The ever-growing population of Westerners throughout Hawai‘i forced socioeconomic and demographic changes.  (Rechtman)

At the time of the Māhele (1848,) Honuʻapo ahupuaʻa (totaling 2,200 acres) was awarded as Konohiki Land to William Charles Lunalilo.

In 1868, a series of earthquakes were felt and lava began flowing on the slopes of Mauna Loa. These initial eruptions “destroyed a large stone church at Kahuku, and also all the stone dwelling houses in that place, including the houses….at the foot of the mountain”.

Then on April 4th an even larger eruption occurred. Fredrick S Lyman, who witnessed the eruption first hand, wrote: “Soon after four o’clock p.m. on Thursday we experienced a most fearful earthquake. First the earth swayed to and fro from north to south, then from east to west, then round and round, up and down, and finally in every imaginable direction, for several minutes, everything crashing around, and the trees thrashing as if torn by a hurricane, and there was a sound as of a mighty rushing wind.”

“It was impossible to stand: we had to sit on the ground, bracing with hands and feet to keep from being rolled over…we saw…an immense torrent of molten lava, which rushed across the plain below…swallowing everything in its way;--trees, houses, cattle, horses, goats, and men, all overwhelmed in an instant. This devouring current passed over a distance of about three miles in as many minutes, and then ceased.”

Within minutes of the initial quake, the ocean rose up and a tsunami pounded the coast, washing inland in some locations as far as 150 yards. It was recorded that the wave destroyed 108 houses in Ka‘ū and drowned forty-six people.

The tsunami devastated coastal villages and forced people to move inland to towns such as Nāʻālehu and Pāhala. Lyman wrote:  “The villages on the shore were swept away by the great wave that rushed upon the land immediately after the earthquake. The eruption of earth destroyed thirty-one lives, but the waves swallowed a great number.”  (Lyman; Journal of Science, 1868)

The coastal trail (alaloa) that Ellis walked was later modified to accommodate horse and cart as foreign population into the area increased. The trail maintained its original alignment at least through Nīnole and Punaluʻu. The 1868 earthquake and tsunami devastated the Kaʻū coastline and washed out much of the trail.

The trail was then straightened, realigned and widened, and took a mauka course and eventually became the Government Road and was the most direct means to reach villages and commerce.

With the treaty of Reciprocity and growing demand for Hawaiʻi sugar, there was a rise of sugar plantations throughout Kaʻū, including Honuʻapo; mills were built in Pāhala (1868,) Hīlea (1878) and Honuʻapo (1881.)

The sugar industry quickly set down roots in Honuʻapo and erected a sugar mill, a large sugar warehouse and various out buildings. All of these developed areas were connected with a small gauge railroad network.

Sugar from the Pāhala sugar mill was originally transported to Punaluʻu wharf for shipping. After the dredging of Honuʻapo Bay in the 1870s and construction of the landing at Honuʻapo by 1883, most of the sugar in Kaʻū was shipped out of Honuʻapo.

Honuʻapo wharf served the communities of Waiʻōhinu, Nāʻālehu, Hīlea and Honuʻapo. Punaluʻu harbor served the sugar plantation at Pāhala, as well as the communities of Nīnole and Punaluʻu.

First, government ships then private interests provided inter and intra-island transportation.  Competitors Wilder Steamship Co (1872) and Inter-Island Steam Navigation Co (1883) ran different routes, rather than engage in head to head competition.

On Hawaiʻi Island, Mahukona, Kawaihae and Hilo were the Island’s major ports; Inter-Island served Kona ports.  From Kailua, the steamer went south stopping at the Kona ports of Nāpoʻopoʻo, Hoʻokena, Hoʻopuloa, rounding South Point, touching at Honuʻapo and finally arriving at Punaluʻu, the terminus of the route.  (From Punaluʻu, a 5-mile railroad took passengers to Pāhala, then coaches hauled the visitors to the volcano to site see.)

By 1890, Honuʻapo and Hīlea plantations became the property of Hutchinson Sugar Company, while Pāhala was owned by Hawaiian Agriculture.   The mill at Hīlea was gone by 1907.

The concrete pier still visible at Honuʻapo Bay was constructed in 1910. The harbor at Honuʻapo continued operations until 1942. After that, sugar was trucked to Hilo for off-island shipment.

In 1928, the plantation camps of the Hutchinson Sugar Plantation were torn down and the residents were moved to Nā‘ālehu.)  The Honuʻapo mill was shut down in 1973 and sugar plantation activities in Kaʻū were then centered at the Pāhala plantation; in 1996, the Pāhala plantation ceased operation marking the end of the sugar plantation era in Kaʻū.  (Lots of information here from Rechtman and Haun.)

When I was at DLNR, we partnered with the community, County, NOAA (CELCP) and Trust for Public Land to purchase and preserve the historic and scenic Honuʻapo Estuary and coastal area along the Kaʻū coast adjoining Whittington Beach Park.

Sugar, the Early Years


Sugar was a canoe crop; the early Polynesian settlers to Hawaiʻi brought sugar cane with them and demonstrated that it could be grown successfully in the islands.

In pre-contact times, sugarcane was not processed as we know sugar today, but was used by chewing the juicy stalks.  Its leaves were used for inside house thatching, or for outside (if pili grass wasn't available.) The flower stalks of sugar cane were used to make a dart, sometimes used during the Makahiki games. (Canoe Crops)

The first written record of sugarcane in Hawaiʻi came from Captain James Cook, at the time he made initial contact with the Islands.  On January 19, 1778, off Kauaʻi, he notes, "We saw no wood, but what was up in the interior part of the island, except a few trees about the villages; near which, also, we could observe several plantations of plantains and sugar-canes."  (Cook)

Cook notes that sugar was cultivated, "The potatoe fields, and spots of sugar-canes, or plantains, in the higher grounds, are planted with the same regularity; and always in some determinate figure; generally as a square or oblong".  (Cook)

It appears Cook was the first outsider to put sugarcane to use.  One of his tools in his fight against scurvy (severe lack of vitamin C (ascorbic acid) in your diet) was beer.

On December 7, 1778 he notes, "Having procured a quantity of sugar cane; and having, upon a trial, made but a few days before, found that a strong decoction of it produced a very palatable beer, I ordered some more to be brewed, for our general use."

"A few hops, of which we had some on board, improved it much. It has the taste of new malt beer; and I believe no one will doubt of its being very wholesome. And yet my inconsiderate crew alleged that it was injurious to their health."  (Cook)

While the crew "would (not) even so much as taste it", he "gave orders that no grog should be served ... (he) and the officers, continued to make use of this sugarcane beer, whenever (they) could get materials for brewing it."  (Cook)  Others later made rum from the sugarcane.

But beer and rum were not a typical sugar use; shortly after, the first reported processing of sugar was noted.  “(I)n 1802 sugar was first made at these islands, by a native of China, on the island of Lanai.”

“He came here in one of the vessels trading for sandal wood, and brought a stone mill, and boilers, and after grinding off one small crop and making it into sugar, went back the next year with his fixtures, to China.”  (Torbert; Polynesian, January 31, 1852)

As production grew, the early sugar ventures were either Hawaiian-owned or regulated by Hawaiian rulers.  Stephen W Reynolds, crew on the New Hazard, kept a diary; his March 5, 1811 entry (presumably in Honolulu) notes:

“Sent a boat ashore after water. Went ashore in cutter with captain; saw the King's cane mill and boiler, ship—a small one hauled up of about 175 tons, fort, etc.” (This suggests that King Kamehameha was making sugar in Honolulu in 1811.)  (Cushing)

A friend of the King, Don Francisco de Paula Marin is also credited with early sugar processing.  In Robert Crichton Wyllie manuscripts of Marin's journals, Wyllie noted an entry concerning sugar, "On the 25th of February, 1819, he was engaged in making sugar."  There are eight additional entries that mention sugar or molasses.  (Cushing)

In most instances, the Hawaiian-owned sugar processing was managed by either Chinese sugar boilers or American shopkeepers in rural districts.  (MacLennan)  Although sugar cane had grown in Hawaiʻi for many centuries, its commercial cultivation for the production of sugar did not occur until 1825.

In that year, John Wilkinson and Governor Boki started a plantation in upper Mānoa Valley. Within six months they had seven acres of cane growing, and by the time Wilkinson died, in September 1826, they had actually manufactured some sugar. The sugar mill was later converted into a distillery for rum, prompting Kaʻahumanu to have the cane fields destroyed around 1829.  (Schmitt)

“The first successful sugarcane plantation was started at Kōloa, Kauaʻi in 1835. Its first harvest in 1837 produced 2 tons of raw sugar, which sold for $200. Other pioneers, predominantly from the United States, soon began growing sugarcane on the islands of Hawaii, Maui, and Oahu.”  (HARC)

Shortly thereafter, King Kamehameha III, seeking to encourage commercial cultivation of sugar by native Hawaiians offered the "acre system," giving "out small lots of land, from one to two acres, to individuals for the cultivation of cane."

"When the cane is ripe, the King finds all the apparatus for manufacturing & when manufactured takes the half. Of his half one fifth is regarded as the tax due to the aupuni (government) & the remaining four fifths is his compensation for the manufacture. These cane cultivators are released from all other demands of every description on the part of chiefs."  (Armstrong (1839;) MacLennan)

About this time, the initial signs of commercial sugar are found on Maui, in Wailuku.  In 1840, the King ordered an iron mill from the US, and it was erected by August.  Hung & Co in 1841 advertised the sale of sugar and sugar syrup from its 150-acre plantation in Wailuku. More than likely, this was sugar from the King's Mill.  (MacLennan)

Early plantations were small and didn’t fare too well.  Soon, most would come to realize that “sugar farming and sugar milling were essentially great-scale operations."  (Garvin)

Then, the King sought to expand sugar cultivation and production, as well as expand other agricultural ventures to support commercial agriculture in the Islands.  In a speech to the Legislature in 1847, the King notes:

“I recommend to your most serious consideration, to devise means to promote the agriculture of the islands, and profitable industry among all classes of their inhabitants. It is my wish that my subjects should possess lands upon a secure title; enabling them to live in abundance and comfort, and to bring up their children free from the vices that prevail in the seaports.”

“What my native subjects are greatly in want of, to become farmers, is capital with which to buy cattle, fence in the land and cultivate it properly. I recommend you to consider the best means of inducing foreigners to furnish capital for carrying on agricultural operations, that thus the exports of the country may be increased …”  (King Kamehameha III Speech to the Legislature, April 28, 1847; Archives)

A few things helped kick-start this vision - following finding gold in 1848, the California gold rush stimulated a small boom in commercial agriculture for the Islands - particularly in potatoes and sugar.  However, by the end of the 1850s, the boomlet became a depression (California started to supply its own needs.)

A decade later, the American Civil War virtually shut down Louisiana sugar production during the 1860s.  Hawaiian-grown sugar soon replaced much of this southern sugar through the duration of the conflict.

By the end of the war, over thirty extremely prosperous plantations were in operation and expanded to new levels previously unheard of before the war’s commencement.

Hawaiʻi's industrial plantations began to emerge at this time (1860s;) they were further fueled by the Treaty of Reciprocity - 1875 between the United States and the Kingdom of Hawai‘i eliminated the major trade barrier to Hawai‘i’s closest and major market.

A century after Captain James Cook's arrival in Hawaiʻi, sugar plantations started to dominate the landscape.  Hawai‘i’s economy turned toward sugar in the decades between 1860 and 1880; these twenty years were pivotal in building the plantation system.

The industry came to maturity by the turn of the century; the industry peaked in the 1930s. Hawaiʻi's sugar plantations employed more than 50,000 workers and produced more than 1-million tons of sugar a year; over 254,500-acres were planted in sugar.  (That plummeted to 492,000-tons in 1995; a majority of the plantations closed in the 1990s.)  The image shows sugarcane.

Watertown


As a means of solidifying a site in the central Pacific, the US negotiated an amendment to the Treaty of Reciprocity in 1887.  King Kalākaua in his speech before the opening session of the 1887 Hawaiian Legislature stated (November 3, 1887:)

"I take great pleasure in informing you that the Treaty of Reciprocity with the United States of America has been definitely extended for seven years upon the same terms as those in the original treaty, with the addition of a clause granting to national vessels of the United States the exclusive privilege of entering Pearl River Harbor and establishing there a coaling and repair station.”

From 1901 to 1908, the Navy devoted its time to improving the facilities of the 85 acres that constituted the naval reservation in Honolulu. Under the Appropriation Act of March 3, 1901, this tract of land was improved with the erection of additional sheds and housing. The station grew slowly, and not always at an even pace.  (navy-mil)

On May 13, 1908, the US Congress affirmed Pearl Harbor's strategic importance by appropriating funds and authorized and directed the Secretary of the Navy “to establish a naval station at Pearl Harbor, Hawaiʻi, on the site heretofore acquired for that purpose”.  (Congressional Record)

Until the transfer of the Naval Station to Pearl Harbor, the naval reservation in Honolulu remained nothing more than a rather elaborate coaling station. The major interests were the shipping and weighing of coal and the checking of invoices.  (navy-mil)

Immediate improvements included dredging the entry channel; constructing the necessary infrastructure and other naval facilities; and building a drydock.

Congress further noted that Secretary “may, in his discretion, enter into contracts for any portion of the work, including material therefor, within the respective limits of cost herein stipulated, subject to appropriations to be made therefor by Congress, or may direct the construction of said works or any portion thereof under the supervision of a civil engineer of the Navy.”  (Congressional Record)

“A small army of men, looking for work at Pearl Harbor, besieged the Naval Station this morning.  … Men, who have been turned away from time to time with the promise that they might find something, when the necessary papers arrived, this morning thronged to the place to get the precious slips. … The men are to be put to work as soon as Washington has been heard from and building at Pearl Harbor begins.”  (Evening Bulletin, August 6, 1908)

On December 5, 1908, the newly-formed “Hawaiian Dredging Company of Honolulu was found to have made, the lowest figure of the six bidden ($3,560,000,) which included two Honolulu concerns and four mainland companies.”  (Evening Bulletin, December 1, 1908)

Hawaiian Dredging apparently initially intended a partner, “The contract for the dredging of the Pearl Harbor channel... will be handled in a combination with the San Francisco Bridge Company”. (Hawaiian Star, December 18, 1908)  However, shortly thereafter, it was noted that Hawaiian Dredging “is now controlled and owned entirely by the Dillingham interests”.  (Pacific Commercial Advertiser, December 22, 1908)

“The contract was signed December 24, 1908, and actual dredging operations began March 1, 1909.”  (Congressional Record)  The period from 1908 to 1919 was one of steady and continuous growth of the Naval Station, Pearl Harbor.  (navy-mil)

That leads us to this piece’s title and the focus of this summary – Watertown.

With all the work underway at Pearl Harbor, Hawaiian Dredging created a camp, more like a small city, to house and provide for the workers and their families.

It was called ‘Watertown,’ because of the frequent leaks in its water main, which was installed so hastily that much of it lay above ground.  (McElroy)  (It was alternatively known as “Dredger’s Row” or “Drydock Row.” (Waller))

It was situated “on the Waikīkī or Honolulu shore of the channel ... just below Bishop Point, and mauka of Queen Emma Point (Fort Kamehameha.)”  (Pacific Commercial Advertiser; Papacostas)

Watertown was a 2,000-acre settlement containing numerous large structures, roads, rail lines, port facilities and an ethnically diverse population of laborers responsible for the dredging of Pearl Harbor. In the early 1930s the population of Watertown numbered 1,000 laborers and their families, including 300 school-aged children. (McElroy)

The residents were made up of Japanese, Russians, Chinese, Portuguese and a score of Americans who were the employees of the dry-dock, machinists, launch hands, laborers and native Hawaiian fishermen.  (Fletcher)

In addition, off-duty inspectors overseeing the dredging operations lived at Watertown in quarters provided by Hawaiian Dredging and ate their meals at a restaurant conducted by Chinese. (While on duty they slept and ate on the dredges which were located from one-half to two miles from shore in the channel.)  (Fletcher)

The town included a schoolhouse and adjacent Catholic Church, a theater, post office, at least one hotel and a number of stores and offices.

In addition to housing its resident population, Watertown was noted as a recreation hub for the entire region, complete with gambling, drink and prostitution.  (McElroy)

By the early-1930s, Watertown was falling into disrepair and businesses were declining. Demolition began in 1935 and had disappeared by December 11, 1936, when Hickam Air Force Base airfields replaced the town (however, the former Watertown school buildings were initially used by the construction crew associated with the Hickam construction.)  (Waller)

Peter Cushman Jones


Peter Cushman Jones was born in Boston on December 10, 1837; his father was Peter Cushman Jones, a Boston merchant, and his mother, Jane (Baldwin) Jones.

Young Jones was sent to the Boston Latin School and to “Bakers” School, in preparation for Harvard, but the lure of business was too strong, and as a young man he went to work as an office boy (at a salary of $50 a year.)

Led by an adventurous instinct, he set sail for Hawaiʻi, landing in the Islands on October 2, 1857 on the ship ‘John Gilpin.’

On the day of his arrival, as he passed up Fort Street jingling his 16-cents in his pocket, Henry P Carter, a clerk in C Brewer & Co, remarked, “Another Boston young man come to town to seek his fortune. We had better give him $10,000 and send him home again.”  (Story of Hawaiʻi)

Jones and Carter later became fast friends and close business associates for 20 years at Brewer.  Interestingly, Jones worked his way to the presidency of C Brewer & Co.

In 1892, with his son, Edwin A Jones, he formed a partnership under the name of The Hawaiian Safe Deposit and Investment Co., which has since become the Hawaiian Trust Co.

It was in 1893 that Jones, a 60-year-old businessman, persuaded close friends Joseph Ballard Atherton and Charles Montague Cooke to join him in organizing a new bank in the Islands.  Four years later on December 27, 1897, Bank of Hawaiʻi became the first chartered and incorporated bank to do business in the Republic of Hawaiʻi.

The charter was issued by James A King, Minister of the Interior of the Republic of Hawaiʻi, and signed by Sanford Ballard Dole, president of the Republic. Bank of Hawaiʻi operated its first office from a two-story wooden building in downtown Honolulu.  (BOH)

But all was not business for Jones; strongly religious, he served for years as a member of various church boards, a deacon of Central Union Church, president of the Board of the Hawaiian Evangelical Association and director of the YMCA.

Jones gave money for the establishment of the Portuguese Mission, and built the Pālama Chapel, which later grew to become Pālama Settlement, where social welfare work of every nature is still carried on.

A call into political activities came early in his career.

“I never cared for politics although I have always felt it my duty since I became a voter, to cast my vote for those I believed to be the best men, and at all times during the reign of Kalākaua, I felt that it was safe to vote against his followers.”  (Jones, LDS-org)

He was sent to Washington, DC, as the bearer of dispatches from the kingdom having to do with the final signing of the Reciprocity Treaty, which gave Hawaiʻi free trade with the United States.

On November 8, 1892, Queen Liliʻuokalani appointed him Minister of Finance. He was a member of the Wilcox-Jones cabinet until January 12, 1893.

(That cabinet resisted the distillery, lottery, and opium bills, and was dismissed on January 12, 1893 when a Noble of the Reform Party switched allegiance, allowing the Queen to dismiss the cabinet that was preventing her from passing those bills.)

Mr. Jones was an influential figure in the revolution and served on the executive and advisory council of the provisional government.

He helped take over the government building including the treasury and financial records. All four of the Queen's cabinet ministers came to the government building and agreed to turn over the station house and barracks to the Provisional Government.  (Morgan Report)

In testimony in the Morgan Report, Jones stated, “It took about ten minutes to read the proclamation of the Provisional Government, which was read from the steps of the government building facing the Palace. During that 10 minutes about 50-60 armed men supporting the revolution arrived. Within 30 minutes there were 150-200 armed men. The reading of the proclamation finished at 2:45 on January 17.”

When later questioned about these events, "Senator Frye asked. ‘You were at the Government building frequently. Did you ever see, during this revolution, any of the American soldiers marching on the streets?’ Mr. Jones. ‘No.’”

“The Chairman. ‘Did you, as a member of the new Government, expect to receive any assistance from them?’ Mr. Jones. ‘No.’ The Chairman. ‘Do you know whether or not your fellows were looking for any help?’ Mr. Jones. ‘I never knew that they were.’ Senator Frye. ‘As a matter of fact, did they give any assistance to the revolution at all?’ Mr. Jones. ‘No’.”

"The Chairman. ‘Let me ask you right there, is it your belief that that revolution would have occurred if the Boston had not arrived in the harbor?’ Mr. Jones. ‘I believe it would have gone on just the same if she had been away from the islands altogether.’"  (Morgan Report)

Jones served briefly as Minister of Finance in the Provisional government.  However, “The strain of office and my utter unfitness for the high position caused me to entirely break down, and that with the sudden death of my only son Edwin on July 10, 1898, made me unfit for business for several years, culminating in a severe sickness in November 1902, and it was not until 1906 that I felt like assuming any responsibility.” (Jones; LDS)

On February 26, 1902 Peter Cushman Jones, Ltd leased the vacant lot it owned at Merchant and Alakea Streets to Joseph William Podmore (a former English sailor who opened his own firm for insurance, shipping, commission and as agent for others, and, a real estate investor.)  He built the Podmore Building.

Jones later acquired the building and donated it to the Hawaiian Board of Missions for use as a permanent home. It was later used by the Advertiser Publishing Co. Ltd who published the Honolulu Advertiser there until 1928.

Jones Street, near University and Oʻahu was named for Peter Cushman Jones.  The name was changed when a prospective renter of a fine house on this street said: “I’ll not live in Honolulu on Jones Street!” The landlady got busy with a petition and had the name changed to Alaula Way (Way of the Dawn.)  (Clark)

Peter Cushman Jones died in Honolulu on April 23, 1922 at the age of 84.

Kohala Ditch


Central to Hawaiʻi’s use of water has been agriculture, sugar in particular.

Initially brought to the islands by early Polynesians, the first successful commercial sugar plantation started in 1835.  And, with it, Hawai`i’s environmental, social and economic fabric changed.  Hawaiʻi's economy turned toward sugar in the decades between 1860 and 1880; these twenty years were pivotal in building the plantation system.

What encouraged the development of plantation centers?  For one, the American settlement of California opened lucrative avenues of trade in the Pacific.  In addition, the Civil War virtually shut down Louisiana sugar production during the 1860s, enabling Hawai'i to compete in a California market that paid elevated prices for sugar.

The Pacific whaling trade collapsed after 1860, pushing Honolulu merchants into the sugar trade.  About the same time, the closing of the Hawaiian mission left the previously supported missionaries in search of new means of income.

The 1876 Treaty of Reciprocity between the United States and the Kingdom of Hawaiʻi eliminated the major trade barrier to Hawai`i’s closest and major market.  Through the treaty, the US received a station at Pearl Harbor and Hawaiʻi’s sugar planters received duty-free entry into US markets for their sugar.

For nearly a century, agriculture was the Island's leading economic activity. It provided Hawai`i's major sources of employment, tax revenues, and new capital through exports of raw sugar and other farm products.

Sugarcane requires a lot of water to grow. Pioneer sugar planters solved water shortages by diverting stream water and building irrigation systems that included aqueducts (the first in 1856), artesian wells (the first in 1879), and tunnels and mountain wells (the first in 1898).  These irrigation systems enabled the planters to expand their sugar production.

These irrigation systems were modeled largely after the elaborate and extensive diversion and ditches developed by the ancient Hawaiians.  Unlike the traditional Hawaiian system, which never diverted more than 50% of stream flow, the sugar plantations diverted large quantities of water from perennial streams and moved water from one ahupuaʻa to another.

Boston missionary Reverend Elias Bond sailed with the Ninth Company of Protestant Missionaries, arriving in the Islands in 1841. He was then assigned to Kohala.

As a means to provide employment to the people in the region and support his church and schools, in 1862, Reverend Bond founded Kohala Sugar Company, known as "The Missionary Plantation;” it produced its first sugar crop in 1865.  Bond gave all his dividends and profits beyond his living expenses to the Board of Missions.

Bond included the following in a letter: "So this was the 'Missionary Plantation', and the prophecies were many and loud that it would not live five years". But in the goodness of God we came through."  (Schweitzer)

From the mid-1800s, the sugar industry developed and commercial centers sprung up around the processing mills, especially in Kapaʻau and Hawi.  The construction of the railroad and the Kohala Ditch acted to encourage the further development of these more centrally-located communities.

Seven sugar mills operated in Kohala: Kohala, Union, Niuliʻi, Hawi, Halawa, Hōʻea and Star.  With the exception of Star, which existed for only a brief period of time, each was the nucleus of a community of plantation managers, supervisors, and laborers.  (In 1937, all of the mills were consolidated into Kohala Sugar Company.)

To water the crop, John Hind first conceived of an irrigation system tapping into the abundant, wild and inaccessible rivers that ribbon the Kohala Mountains.  In 1904, JS Low acquired a license from the Territory of Hawaiʻi to "enter upon, confine, conserve, collect, impound and divert all the running natural surface waters on the Kohala-Hāmākua Watershed;" he assigned the license to the Kohala Ditch Company.

Notable engineers and other professionals became involved in the construction of irrigation ditches that were the forerunners of large irrigation projects in the Western US.  Among the engineers was Michael Maurice O'Shaugnessy; he was both an investor in the Kohala Ditch Company and the Chief Engineer for the aqueduct.  (ASCE)

The Kohala Ditch, built by the Kohala Sugar Company, diverted water from the Honokāne Nui Stream to Hikapoloa, west of Hawi.  600-Japanese laborers worked on its construction; in the process, 17 lost their lives.

The laborers were housed under corrugated iron roofs. The raised floors “nearly always two-feet above the ground and higher if practicable” provided “a place for drying the men’s clothes in wet weather.” Additionally, “a hospital and medical department was also provided for the men, who were assessed 50-cents a month apiece for this object.”  (ASCE)

The Honokāne section of Kohala Ditch was opened on June 11, 1906; waters of Honokāne began flowing to the Kohala, Niuliʻi, Halawa, Hawi and Union mills.  The Awini section was finished in 1907; it started from the Waikoloa stream and traveled over 8-miles, mostly in tunnel, to the Awini weir where the water dropped 900-feet in a manmade waterfall into the Honokāne section.

The ditch carried the water for 23-miles northwest, mostly as tunnel, toward Hawi.  The capacity was originally 70-mgd, later reduced to 50-mgd, when the original flumes were replaced with smaller ones.

The ditch drops about 80-feet in elevation from 1,045-feet at the bottom of the intake at the first large stream (Honokāne) to 956-feet at the terminus in the plantation fields.

Prosperity came to Kohala. At the peak of its production, the Sugar Company had 600-employees; 13,000-acres of land produced 45,000-tons of raw sugar a year.

As with other sugar operations, it didn’t last.  1975 saw the last harvest at Kohala Sugar Company.  The district’s economy struggled.  Almost one-third of the workforce now commutes to South Kohala to work in the hotels and resorts located there.  However, the Ditch remained open for other agricultural needs.

Vulnerability and the risks associated with reliance on the Kohala Ditch were made evident on October 15, 2006, when two earthquakes struck off Kiholo and caused extensive damage to the Kohala Ditch.  In that instant, rockslides and other damage to the ditch stopped the water from flowing through the Ditch.

Two years later, on November 25, 2008, after extensive community involvement and public/private funding ($2-million in federal money, $500,000 from the state, $500,000 from Hawai`i County, $342,000 from Kamehameha Schools and $100,000 from AT&T), water was released back into the Kohala Ditch after repairs to the damage caused by the 2006 quakes.

Agricultural and hydroelectric users continue to benefit from the Ditch; in addition, entrepreneurs saw an opportunity for recreational/visitor industry uses of the ditch with kayak and raft rides through the flumes and tunnels of the Kohala Ditch.

Hilo Railroad Company – Hawaiian Consolidated Railway


The Treaty of Reciprocity (1875) between the United States and the Kingdom of Hawai‘i eliminated the major trade barrier to Hawai‘i’s closest and major market.  Through the treaty and its amendments, the US obtained Pearl Harbor and Hawai‘i’s sugar planters received duty-free entry into US markets for their sugar.

At the industry's peak in the 1930s, Hawaiʻi’s sugar plantations employed more than 50,000 workers and produced more than 1-million tons of sugar a year; over 254,500-acres were planted in sugar.

Sugar cultivation exploded on the Big Island.  As a means to transport sugar and other goods, railroading was introduced to the Islands in 1879.

On March 28, 1899, Dillingham received a charter to build the original eight miles of the Hilo Railroad that connected the Olaʻa sugar mill to Waiākea, that was soon to become the location of Hilo's deep water port.

Rail line extensions continued.  Extensions were soon built to Pāhoa, where the Pahoa Lumber Company was manufacturing ʻōhia and koa railroad ties for export to the Santa Fe Railroad.

Although not the first railway on the Big Island, the Hilo Railroad was arguably the most ambitious.  The Olaʻa line was completed in 1900, immediately followed by a seventeen mile extension to Kapoho, home of the Puna Sugar Company plantation.

Immediately after that two branch lines were constructed (also to sugar plantations,) and then the railroad was extended north into Hilo itself.

All the sugar grown in East Hawaiʻi, in Puna and on the Hāmākua Coast, was transported by rail to Hilo Harbor, where it was loaded onto ships bound for the continent.

An early account stated that the rail line crossed over 12,000 feet in bridges, 211 water openings under the tracks, and individual steel spans up to 1,006 feet long and 230 feet in height.

Some of the most notable were those over Maulua and Honoliʻi gulches, the Wailuku River and Laupāhoehoe.  Over 3,100 feet of tunnels were constructed, one of which, the Maulua Tunnel, was over half a mile in length.

While the main business of the railroad remained the transport of raw sugar and other products to and from the mills,  it also provided passenger service.

A chiefly tourist line, branching from Olaʻa, was built inland 12.5 miles up the mountain to Glenwood where visitors to the Volcano House near Kilauea Volcano would then transfer to buses. Due to stiff competition from motor vehicles, the Glenwood extension was scaled back to Mountain View in 1932.

Between 1909 and 1913, the Hāmākua Division of the railroad was constructed to service the sugar mills north of Hilo. Unfortunately, the cost of building the Hāmākua extension essentially destroyed the Hilo Railroad, which was sold in 1916 and reorganized as the Hawaiʻi Consolidated Railway.

Targeting tourists to augment local passenger and raw sugar transport, the Hawaiʻi Consolidated Railway ran sightseeing specials under the name "Scenic Express."

Not for the faint of heart, these trips included a stop on the trestles, where passengers disembarked to admire the outstanding scenery.

The Great Depression saw a decrease in business, but business picked up in the 1940s, when thousands of battle-weary troops packed the passenger cars en route to Camp Tarawa, in Waimea, to rest, recuperate and prepare for another campaign.

But the end was near for the Hawaiʻi Consolidated Railway. Early in the morning of April 1, 1946, a massive tsunami struck Hawaiʻi. The railroad line between Hilo and Paʻauilo suffered massive damage; bridges collapsed, trestles tumbled and one engine was literally swept off the tracks.

The expensive option of rebuilding the railway was rejected. Hawaiʻi Consolidated offered the rights-of-way, tracks and remaining bridges, trestles and tunnels to the Territory of Hawaiʻi, but the offer was refused, and finally the company sold the entire works to the Gilmore Steel and Supply Company.

Shortly thereafter, realizing its error, the Territory bought it all back.  Much of the current highway along the coast follows the route of the old railroad; five original railroad trestles have been converted into highway bridges.  (This route averaged better than one bridge per mile over its 40-mile length.)

At the time of the tsunami, plantations were already phasing out rail in favor of trucking cane from the field to the mill. It was inevitable that trucking would also replace rail as the primary means of transporting sugar to the harbor. The tsunami accelerated that transition.

Most sugar from Hāmākua was trucked to Hilo Harbor, although the Hāmākua Sugar Company continued to use its offshore cable landing at Honokaʻa until 1948.

A few remnants of the railway are still visible. Hawaiʻi Consolidated’s yards were in the Waiākea district of Hilo, where the roundhouse still stands today, next to the county swimming pool on Kalanikoa Street.

In Laupāhoehoe, a concrete platform remains where Hula dancers once performed for tourists. And the Laupāhoehoe Train Museum is housed in the former home of Mr. Stanley, the superintendent of maintenance.

Today, the Laupāhoehoe Train Museum and Visitors Center keeps the memory of Hawaiʻi Consolidated Railway alive.  Although the Laupāhoehoe Train Museum is among the state's smallest museums, it attracts an estimated 5,000 visitors a year. The admission fee is $4 for adults, $3 for seniors, and $2 for students. Special rates for tours are also offered.

Schofield Barracks


In 1872, Major General John M Schofield visited the Hawaiian Islands to determine the defense capabilities of the various ports. In his report to the Secretary of War, Schofield advocated securing the exclusive use of Pearl Harbor through a reciprocity treaty with the then Kingdom of Hawaiʻi.

In 1893, after the overthrow of the monarchy, it was Schofield who encouraged annexation of Hawaiʻi. He said, “if we do not hold these islands ourselves we cannot expect the neutrals in war to prevent other belligerents from occupying them; nor can the inhabitants themselves prevent such occupation.”

The site that would become Schofield Barracks was ceded to the US Government on July 26, 1899, less than a year after Hawaiʻi was annexed to the United States. The Waianae-Uka military reservation was part of the former Hawaiian Crown Lands and consisted of 14,400 acres.  (Army)

In 1905, in an address to Congress, President Theodore Roosevelt declared Hawaiʻi to be, “the most important point in the Pacific to fortify in order to conserve the interests of this country.”  (LOC)

Situated between the two major mountain ranges on Oʻahu, with central access to both the North Shore, Pearl Harbor and the City of Honolulu made it an excellent strategic location.

Schofield Barracks was established on December 4, 1908, with the arrival of Captain Joseph C Castner and his construction of a temporary cantonment (headquarters and quarters) on the Waianae-Uka military reservation – first, tents for officers and soldiers; then, temporary wooden barracks.

The temporary facility was informally referred to as Castner Village; some called it the Leilehua Barracks (after the Leilehua Plain on which it is located.)  In April, 1909, the War Department chose to name the post after the late General John M Schofield, former Commanding General of the US Army, who had originally called attention to Hawaiʻi’s strategic value.

In 1910, the United States Army District of Hawaiʻi was formed under the command of Colonel Walter Schuyler at Schofield Barracks. It originally fell under the jurisdiction of the Department of California and then became a department in the newly organized Western Division.

In late-1911, the Secretary of War approved recommendations for a seven-regiment post. This would rival the Army’s largest existing post at the time (Fort Russell in Cheyenne, Wyoming.)  The number of troops continued to increase, and in 1913 the Hawaiian Department was formed as an independent command under the War Department.

Permanent facilities were urgently needed.

The configuration of three barracks and one administration building surrounding a central courtyard became known as a “quad” (quadrangle.)  The quads at first took their names from the troops residing in them, i.e. the 35th Infantry Barracks or the 4th Cavalry Barracks. The alphabetical designations currently used were assigned at a later date.  Quarters for the officers and their families were constructed at the same time as the barracks.

In 1921, Schofield housed the only complete division in the US Army (the Hawaiian Division) and the Army’s largest single garrison. Population rose to 14,000 in 1938, making it the second largest “city” in Hawaiʻi. The Hawaiian Department accounted for more than 10% of the Army’s forces during the ‘30s and ‘40s.  (By 1948, the base had eight sets of quad barracks.)

On October 1, 1941, the transition by the War Department in operations restructured the Hawaiian Division to form two divisions at Schofield: 24th Infantry Division and the 25th Infantry Division.  (Over the following decades, the 24th ID was inactivated, reactivated and subsequently deactivated in October 2006.  Schofield remains the home of the 25th ID.)

The need for soldiers trained to fight under tropical conditions arose and the Jungle Training Center, later called the Ranger Combat Training School was formed in late-1942. The Hawaiʻi Infantry Training Center (HITC) was opened on March 14, 1951. Almost one-million soldiers went through the training center at Schofield before being sent overseas.

With the construction of housing on the old training fields and in light of the greater range and fire power of the new weaponry, larger training areas were needed. Pōhakuloa on the island of Hawaii, Makua Valley, Helemano, Kahuku and Kawailoa were used.  Most of these training areas are still actively used by the 25th Infantry Division today.

Today, the Schofield Barracks Area includes Wheeler Army Airfield and Helemano Military Reservation and consists of 16,600-acres. Two brigades of the 25th Infantry Division and other units that support them are housed there.

There are approximately 14,000 military personnel as well as 2,000-civilian employees who work and train at Schofield. 21,100-soldiers and their dependents live on the premises.

Meyer Sugar


At the age of twenty-four, Rudolph Wilhelm Meyer emigrated from Germany to Hawaiʻi where he arrived on January 20, 1850.  At the time, Meyer listed his occupation as a surveyor.

His main purpose in leaving Germany was to join the “Gold Rush” to California in 1848, but he was delayed on a stopover in Sidney, Australia, and again in Tahiti, after which he landed at Lāhaina, Maui.

Meyer spoke German, French and English when he arrived in Hawaiʻi, and soon wrote and spoke fluent Hawaiian.

Meyer settled on Molokaʻi.  There, he met the Reverend Harvey Rexford Hitchcock I, who accepted him as a house guest at Kaluaʻaha, Molokaʻi.

While living with Reverend Hitchcock, he met High Chiefess Kalama Waha, who later became his wife.  Sometime later, he moved his family to Honolulu where he worked for Austin and Becker at an office located on Maunakea Street.

The Meyer family later moved back to Molokaʻi and made their permanent residence at Kalaʻe.  They eventually had eleven children, six boys and five girls.

He supported his family, in part, by holding a number of local commissions from the Royal Hawaiian government, but primarily from his diverse agricultural activity.

Ranching began on Moloka‘i in the first half of the 19th-century when Kamehameha V set up a country estate on the island, part of which is now the Moloka‘i Ranch. Rudolph Meyer, one of the first western farmers on Moloka‘i, served as ranch manager for King Kamehameha V.  (DLNR)

He planted at various times coffee,  corn,  wheat,  oats,  taro,  potatoes,  beets,  cassava,  peaches, mangoes,  bananas  and grapes. He was the first on Molokaʻi to grow, produce and mill sugar and coffee commercially and he exported these to Honolulu and California. He also operated a large dairy from which he produced butter.

Meyer started to grow sugar at the time when the 1876 Reciprocity Treaty between the United States and Hawaiʻi removed the tariff on Hawaiian sugar sold in the United States.

Rather than the expansion and innovation that followed the Treaty, Meyer scaled his mill to satisfy the modest 50- ton annual production from his family's 30-acres of sugar cane.

Constructed in the 1870s the RW Meyer Sugar Mill is one of the only sites in Hawaiʻi with sufficient material remains intact to demonstrate, fairly completely, a nineteenth-century process of sugar manufacture.  The equipment included a mule-driven cane crusher, redwood evaporating pans and some copper clarifiers.

In the early-1880s, when the average investment in Hawaiʻi’s fifth-six sugar plantations exceeded $280,000, the Meyer family investment of $10,000 made their mill one of the smallest in Hawaiʻi.

Meyer adopted and followed mill practices more representative of the 1850s and the 1860s than the 1870s and 1880s.  In the 1850s, animals powered the mill equipment; while he stuck with this method into the future, others replaced the animal power with steam and water.

The Meyer Sugar Mill easily accommodated the milling requirements of the family's sugar lands and repaid the investment within a few years; however, during the 1880s the price paid for sugar steadily declined.

The Planters' Monthly reported in July, 1887, that  "Low prices of  sugar still prevail...and many a  man who once thought himself assured of  reasonable wealth through sugar,  now finds that it will not even yield him a  competence...only running the sugar business on a  large  scale can  it be made to  pay."

In 1892, CM Hyde reported that the Meyer Mill stopped producing sugar cane when  "The  low price of the  product for  the  last  few years ... made  it more than unprofitable to  engage  in  sugar manufactured in a  small way. Now the lands are given up to grazing."

Meyer also served as the Superintendent of the isolated Kalawao settlement (Kalaupapa) (serving with Father Damien and Mother Marianne Cope (now, both are Saints)) from 1866 till his death in 1897 (he continued to live with his family at the top of the cliffs, rather than on the Kalaupapa Peninsula.)

He also created one of the first trails used to travel between Kalaupapa Peninsula and the mauka lands.  It was used to transport cattle and supplies down to Kalawao.

RW Meyer Ltd still owns property in the southwest corner of the Kalaupapa National Historical Park near the Kalaupapa Trailhead and maintains a Memorandum of Understanding (MOU) with the Park for trail access, maintenance and the planting of native plants.

Ke Awa Lau O Puʻuloa


During ancient times, various land divisions were used to divide and identify areas of control.  Islands were divided into moku; moku were divided into ahupuaʻa.  A common feature in each ahupuaʻa was water, typically in the form of a stream or spring.

The Island of O’ahu had six Moku: Kona, Koʻolaupoko, Koʻolauloa Waialua, Waiʻanae and ʻEwa.

ʻEwa was comprised of twelve ahupuaʻa.  Some stories, when first recorded in the 19th- Century, refer to ʻEwa as the first area populated on Oʻahu by the immigrant Polynesians.

Puʻuloa or Ke Awa Lau O Puʻuloa (the many harbored-sea of Puʻuloa) is situated here.

All water sources in each of the twelve ahupuaʻa of ʻEwa met in Puʻuloa.  This was the only moku in all the islands where all waters from its ahupuaʻa did this.

Puʻuloa and Ke Awa Lau O Puʻuloa are just a couple of its traditional names.  It was also known as Awawalei (“garland (lei) of harbors,”) Awalau (“leaf-shaped lagoon”) and Huhui na ʻōpua i Awalau (The clouds met at Awalau.)

Today, we generally call this place Pearl Harbor.

The name Pearl Harbor is one of the few English place names in Hawaiʻi that is a close translation of another of its traditional Hawaiian names, Wai Momi (“Pearl Water.”)

Some of the traditional themes associated with this area include connections with Kahiki (Tahiti,) the traditional homeland of Hawaiians.

Legend tells that Kanekuaʻana (a moʻo, or water lizard) came from Kahiki and brought with her the pipi, or pearl oyster.  The harbor was teeming with pearl-producing oysters until the late-1800s.  (The general belief is that runoff sedimentation eventually smothered the oyster habitat.)

The pipi was called the "iʻa hamau leo" or "fish with a silenced voice." It was not the pipi that was silent but the people who gathered them (if they spoke, wind would ripple the water and the oysters would vanish.)

There are several versions of the chief Kahaʻi leaving from Kalaeloa (Barber's Point) for a trip to Kahiki; on his return to the Hawaiian Islands, he brought back the first breadfruit and planted it at Puʻuloa.

Traditional accounts indicate several of the fishponds in the Puʻuloa area were believed to have been constructed by Kāne and Kanaloa.  Directing the menehune, they made the pond Kapākule (aka Pākule,) which they stocked with all manner of fish.

Puʻuloa Salt Works (property of JI Dowsett) “are at the west side of the entrance to Pearl River, and the windmill is a prominent object in the landscape as we enter. It is also one of the guides in steeling vessels inward.  On the eastern side and opposite to the Puʻuloa buildings, is the fishery, where are a number of buildings inhabited by Chinamen.”  (Daily Bulletin, January 6, 1889)

Puʻuloa was originally an extensive, shallow embayment.  Keaunui, the head of the powerful and celebrated ʻEwa chiefs, is attributed for having cut a navigable channel near the Puʻuloa saltworks, by which the great estuary, known as "Pearl River," was for the first time rendered accessible to navigation.

Puʻuloa was regarded as the home of the shark goddess Kaʻahupahau and her brother Kahiʻuka in Hawaiian legends.  They were said to live in a cave at the entrance to Puʻuloa and guarded the waters against man-eating sharks.

“There is ample evidence that the lonely scenes, upon which we now gaze with wondering curiosity, were once thickly peopled; and at that period the gospel had not reached Pearl River.  Among the objects of their heathen worship was the shark, whoso numbers at Pearl River in those days were very abundant.”  (Daily Bulletin, January 6, 1889)

Moku‘ume‘ume (meaning “island of strife”) is a small island located in Pearl Harbor on the Island of Oʻahu.  It is entirely surrounded by water deep enough to accommodate deep draft ocean-going vessels.  We now call it Ford Island.

The first known foreigner to enter the channel of the Pearl Harbor area, Captain George Vancouver, started to explore the area, but stopped when he realized that the entrance was not deep enough for large ships to pass through.

“If the water upon the bar should be deepened, which I doubt not can be effected, it would afford the best and most capacious harbor in the Pacific.” (Commodore Charles Wilkes, 1840)

In the nineteenth century, the peninsula between Middle Loch and East Loch (part of the Mānana ahupuaʻa) had numerous fishponds, some rice fields, pasture land at the tip, and oyster beds offshore.

As a means of solidifying a site in the central Pacific, the US negotiated an amendment to the Treaty of Reciprocity in 1887.  King Kalākaua in his speech before the opening session of the 1887 Hawaiian Legislature stated (November 3, 1887:)
"I take great pleasure in informing you that the Treaty of Reciprocity with the United States of America has been definitely extended for seven years upon the same terms as those in the original treaty, with the addition of a clause granting to national vessels of the United States the exclusive privilege of entering Pearl River Harbor and establishing there a coaling and repair station. This has been done after mature deliberation and the interchange between my Government and that of the United States of an interpretation of the said clause whereby it is agreed and understood that it does not cede any territory or part with or impair any right of sovereignty or jurisdiction on the part of the Hawaiian Kingdom and that such privilege is coterminous with the treaty.”

“I regard this as one of the most important events of my reign, and I sincerely believe that it will re-establish the commercial progress and prosperity which began with the Reciprocity Treaty."  (Kalākaua)

In 1890 some of the Mānana lands became the first planned subdivision outside of urban Honolulu (Pearl City, named in a contest and developed by Benjamin F Dillingham as a way to increase passenger traffic on his Oahu Railway and Land Company (OR&L) trains.)

Hilo Bay and Breakwater


Legendary sources indicate that Hilo (‘to braid’) was, among other things, renowned for its rain and fertility.  Hilo is likely to have been one of the first Polynesian settlement areas on Hawai‘i Island; oral history and local legend indicate that Polynesians first settled Hilo Harbor around 1100 AD.

Early settlers would have found a protected bay, surrounded by fertile lands for agriculture, and well watered by regular rainfall and natural springs.  Natural waterways and wetlands were modified to create fishponds and planting areas.

Early accounts of Hilo Bay describe a long black sand beach stretching along present day Bay Front from the Wailuku River to the Wailoa River. Coconut Island is just east of the Wailoa River, and Reed’s Bay and Kūhiō Bay are just east of Coconut Island.

"The romantic might easily imagine Hilo to be a very inviting location ... on account of the beauty, grandeur, and wonders of nature, which are there so interesting. ... even by the sober, pious mind, to be now a desirable residence, because the wonders of nature and the wonders of grace are there united and so distinguished."  (Hiram Bingham)

Hilo was a Royal Center for many of the early chiefs.

When Captain George Vancouver arrived at Hilo Bay in 1794, Kamehameha was living at Waiākea and preparing his fleet of war canoes for his coming conquest of the other Hawaiian Islands, which ultimately led to the consolidation of the Hawaiian Kingdom.

Vancouver's crew surveyed Hilo as a potential anchorage, but found the surf too problematic to effect a landing and declared the bay only marginally sufficient for anchorage.

Missionary William Ellis arrived in Hilo Harbor in 1823, when the main settlement there was called Waiākea. Christian missionaries continued to come to Hilo Harbor until the mid-19th Century. The missionaries were followed by trade ships and whalers that used the Hilo Harbor port.

Hilo Bay is partially protected by a reef located in 10 to 20 feet of water (later named Blonde Reef after Lord Byron's vessel, HMS Blonde, which successfully anchored there in 1825.)  (The Blonde had carried the bodies of Liholiho (who was born in Hilo) and Kamāmalu back from London, where they died from measles during a visit there.)

Between 1824 and 1848 Hilo became a significant center for foreign activities, primarily as a result of the establishment of religious mission stations by American missionaries.

By 1874, Hilo ranked as the second largest population center in the islands, and within a few years shortly thereafter Hilo with its fertile uplands, plentiful water supply, and good port became a major center for sugarcane production and export.

Passengers and cargo landed at Hilo in the surf along the beach until about 1863, when a wharf was constructed at the base of present day Waiānuenue Street.

At one time both cargo and passengers were hoisted in a basket-like sling out to a waiting row boat which took the goods or passengers to the waiting ship. If the weather was rough, landing took place on the beach.

The wooden wharf was replaced by an iron pile wharf in 1865, and was extended between 1889 and 1890. Raw sugar was brought by inter-island steamships from the Hāmākua coast to Hilo before being shipped overseas.

The northern side of the bay became a focal point for the community's trade and commerce.  During this time, Hilo was ranked as the third most frequented port for whaling vessels in need of repair and re-provisioning.

With its foundations in the missionary Hilo Boarding School, commercial sugarcane cultivation and sugar production became the central economic focus for the Hilo area lasting until the 1970s.

The Waiākea Mill Company, in operation between 1879 and 1948, with thousands of acres of cultivated fields, established its mill operation at Wailoa Pond.

The Reciprocity Treaty (1876) between the Kingdom of Hawaiʻi and the US, along with the increase in commerce associated with the growing sugar industry and improvements in transportation in the Hilo area, prompted the decision that a harbor facility should be built on the calmer Waiākea side of Hilo Harbor. The government wharf at Waiākea was constructed at Kalauokukui Point between 1897 and 1899, and was upgraded in 1902.

Hilo Bay was still unprotected from high winds and storm surges that caused ships to break loose from their moorings and risk grounding.

In the late 19th century, the growing sugar industry in East Hawai'i demanded a better and more protected port, and a breakwater was constructed on Blonde Reef to shield ships from rough waters as they entered Hilo Harbor.

In 1908, construction began on a breakwater along the shallow reef, beginning at the shoreline east of Kūhīo Bay. The breakwater was completed in 1929 and extended roughly halfway across the bay. In 1912, contracts were awarded to construct Kūhiō Wharf, to dredge the approach to the new wharf, and to lay railroad track into the new harbor facility.

Work was completed at Kūhiō Wharf, Pier 1 in 1916. Pier 1 was a 1,400-foot long by 150-foot wide wharf with a wooden storage shed.  By 1917, a mechanical conveyor for bagged sugar with derricks for loading ships, was constructed.

In 1923, Pier 2 was constructed just west of Pier 1. Additional dredging was conducted in Kūhiō Bay as part of the construction. By 1927, Pier 3 was added on the west side of Pier 2.

Between 1927 and 1928, the approach to Pier 3 was dredged and the pier was widened.  In 1929, the 10,080-foot long rubble mound breakwater was completed.

Contrary to urban legend, the Hilo breakwater was built to dissipate general wave energy and reduce wave action in the protected bay, providing calm water within the bay and protection for mooring and operating in the bay; it was not built as a tsunami protection barrier for Hilo.

In fact, in 1946, Hilo was struck by a tsunami generated by an earthquake in the Aleutian Islands; it was struck again in 1960 by a tsunami generated by the great Chilean earthquake - both tsunami overtopped the breakwater and Hilo sustained significant damage, including to the breakwater.

Portuguese in Hawaiʻi



Reportedly, the first Portuguese in Hawai'i were sailors that came on the Eleanora in 1790.  It is believed the first Portuguese nationals to live in the Hawaiian kingdom sailed through on whalers, as early as 1794, and jumped ship.

The first recorded Portuguese visitor was John Elliot de Castro, who sailed to Hawaiʻi in 1814.  During his days in Hawaiʻi he became a retainer of King Kamehameha I, serving as his personal physician and as member of the royal court.

After two years in Hawaiʻi, he sailed off to the island of Sitka, Alaska and joined the Russian-American Company under Alexander Baranov, working as a commercial agent.

Later, Whitney notes, “In (1828,) extensive fields of cane were grown in and about Honolulu, and mills were erected in Nuuanu Valley and at Waikapu, Maui. At the latter place, a Portugese, named Antonio Silva, is spoken of as the pioneer sugar planter."

For 50 years after these early visitors arrived, Portuguese sailors came ashore alone or in small groups, jumping ship to enjoy Hawaiian life and turning their backs on the rough life aboard whalers and other vessels.

The 1853 population of the Hawaiian Islands was 73,134, including 2,119 foreigners, of these, reportedly 86 were Portuguese.  Hawaiians referred to the Portuguese as “Pokiki.”

Eventually several hundred Portuguese made the Islands their home.  Many of the settlers came from Madeira Islands (about half the size of Oʻahu,) off the coast of Africa.  They also came from the Azores, nine islands between Portugal and the US, and about 1½-times the size of Oʻahu.

The reciprocity treaty in 1875 between the Kingdom of Hawaiʻi and the United States opened the US sugar market to Hawaiʻi and greatly increased the demand for workers.

Jacinto Pereira (also known as Jason Perry,) a Portuguese citizen and owner of a dry goods store in Honolulu, suggested in 1876 that Hawaiʻi's government look for sugar labor from Madeira where farmers were succumbing to a severe economic depression fostered by a blight that decimated vineyards and the wine industry.

At that time, about 400-Portuguese, a large number of whom formerly served as seamen on whaling vessels, lived in Hawaiʻi.  Then, the numbers grew.

São Miguel in the eastern Azores was also chosen as a source of labor. In 1878, the first Portuguese immigrant laborers to Honolulu arrived on the German ship Priscilla. At least one hundred men, women and children arrived to work on the sugar plantations. That year marked the beginning of the mass migration of Portuguese to Hawaiʻi, which continued until the end of the century.

In 1879 in Hawaiʻi, Portuguese musicians (Madeira Islanders) played on "strange instruments, which are a kind of cross between a guitar and a banjo, but which produce very sweet music" (this Madeiran guitar, the machete, was destined to become known as the Hawaiian ʻukulele.)  (Hawaiian Gazette - September 3, 1879)

On his world tour, in 1881, King David Kalākaua visited Portugal and was entertained in royal fashion by Portugal’s King Dom Luis. That year two ships delivered over 800-men, women and children from São Miguel.  The next year a treaty of immigration and friendship was signed between Portugal and the Hawaiian Kingdom.

Migration to Hawaiʻi became popular to escape poverty and a harsh military system. The dream of settling in islands that looked like home drew workers away from offers to labor in the fields of Brazil and urban seaports of the US.

Mass immigration of the Portuguese to Hawaiʻi also came from New England and California as Portuguese came to replace Chinese workers who left plantations to open stores and work in the trades.

While Chinese and Japanese workers had come as single men, whole families came from Portugal (reportedly, forty-two percent of the early Portuguese emigrants were men, 19% women and 39% children.)

The sponsoring of Portuguese immigration to Hawaiʻi was ceased in 1888 due to its high cost and the success of efforts to recruit Japanese workers. Almost 12,000-people had moved from Madeira or São Miguel, Azores to Hawaiʻi by that time.

Many continued to be employed by the plantations even after their contracts had been fulfilled.  Others, however, sought to take up independent work and turned especially to farming and ranching.  Between 1890 and 1910, many Portuguese left Hawaiʻi and migrated to California, primarily the Bay Area.

The Portuguese have given Hawaiʻi many traditions.  In music - they brought the ʻukulele and steel-string guitar.  Try to image Hawaiʻi without sausage (linguiça,) malasada (malassada) or sweet bread (pão doce) … or Frank De Lima.

King Kalākaua



David Laʻamea Kamanakapuʻu Mahinulani Nalaiaehuokalani Lumialani Kalākaua was born in Honolulu to High Chief Kahana Kapaʻakea and the High Chiefess Analea Keohokālole, on November 16, 1836.

Per the custom of the times, he was hānai (adopted) by the chiefess Haʻaheo Kaniu, who took him to Maui, where the court of King Kamehameha III was located. When Kalākaua was four, he returned to Oʻahu to begin his education at the Royal School.

There, he became fluent in English and the Hawaiian language.  At 16, he began studying law (although his obligations and positions he held prevented him from fully completing his legal training.)

By 1856, Kalākaua was on the staff of King Kamehameha IV.  In addition to his military duties, Kalākaua served in the Department of the Interior; in 1863, he was appointed postmaster general.

In December 1872, King Kamehameha V died without designating an heir and per the law, an election was held to determine his successor.   Kalākaua made his first bid for Hawaiʻi’s throne in 1873.

The kingdom’s Constitution stated if the monarch dies before naming a successor “such vacancy, shall cause a meeting of the Legislative Assembly, who shall elect by ballot some native Alii of the Kingdom as Successor”.

They were presented with two choices: Kalākaua, who ran on a campaign slogan of “Hawaii for Hawaiians” and William C. Lunalilo.

Lunalilo won; but he died a year later, leaving no successor. On February 12, 1874, nine days after the passing of King Lunalilo, an election was held between the repeat candidate David Kalākaua and Queen Emma - widow of King Kamehameha IV.  Kalākaua won.

The triumphant Kalākaua toured the islands, stopping in every district to affirm his primary goals. "To the planters, he affirmed that his primary goal was the advance of commerce and agriculture, and that he was about to go in person to the United States to push for a reciprocity treaty. To his own people, he promised renewal of Hawaiian culture and the restoration of their franchise." (Tabrah)

The Treaty of Reciprocity-1875 between the US and the Kingdom of Hawai‘i eliminated the major trade barrier to Hawai‘i’s closest and major market.  Through the treaty, the US gained Pearl Harbor and Hawai‘i’s sugar (and other) planters received duty-free entry into US markets.

Under Kalākaua's direction, the cornerstone for ʻIolani Palace was laid on December 31, 1879.  Construction was completed in 1882; in December of that year Kalākaua moved into his palace with his wife, Queen Kapi'olani, the granddaughter of King Kaumuali'i of Kauaʻi.

Kalākaua was the first Hawaiʻi sovereign to visit the United States, as well as circumnavigate the globe (he did that twice.)   His travels were to study the matter of immigration and to improve foreign relations. He also wanted to study how other rulers ruled.

He sought closer ties with Japan, and in 1883, Kapena (selected for the diplomatic mission to Japan) delivered a speech in Tokyo in which he declared that "His Majesty [Kalākaua] believes that the Japanese and Hawaiian spring from one cognate race and this enhances his love for you."  (Kuykendall)

" ... Hawaii holds out her loving hand and heart to Japan and desires that your people may come and cast in their lots with ours and repeople our Island Home with a race which may blend with ours and produce a new and vigorous nation."  (Kuykendall)

Kalākaua had a passion for music, dancing, parties and the finest food and drinks and he lived up to the title of Merrie Monarch (a reference some suggest is linked to the nickname given to Charles II of England, who ruled (and partied) in the mid-1600s.)

His friend, Robert Louis Stevenson described Kalākaua as "a cultured intellectual of unusual mental powers." A poet and lyricist, athlete and consummate politician, he was responsible for initiating the resurgence of Hawaiian cultural arts, particularly hula.

Kalākaua was a staunch supporter of native Hawaiian civil rights.  In part, this led to a rebellion in 1887 forcing him to sign a new constitution relinquishing his powers as head of state and relegated him to a figurehead; it also imposed a fairly high property ownership qualification on those running for the new legislature.  This new constitution became known as the Bayonet Constitution.

Two years later, Kalākaua retired to Waikīkī.  His health began to fail by 1890 and under the advice of his physician he traveled to San Francisco, where he was given a warm welcome. "A title was a title, and (the Americans) enjoyed him as a personality." (Tabrah))

He died on January 20, 1891, at the age 54, at the Palace Hotel in San Francisco.  Kalākaua, Hawaiʻi’s last King, is said to have uttered his last words: "Tell my people I tried."

Because he and his wife Queen Kapiʻolani did not have any children, his sister, Liliʻuokalani succeeded him to the Hawaiian throne.   (Kalākaua was known as a Renaissance Man and into technology - those are the subjects of future stories.)  I have added other images of Kalākaua in a folder of like name in the Photos section on my Facebook page.
