Sunny Jim, John and Link


Three sons of Thomas McCartney McCandless and Elizabeth Ann (Newman) McCandless, James Sutton (‘Sunny Jim’) McCandless, John Andrew McCandless and Lincoln Loy (‘Link’) McCandless formed McCandless Brothers in 1881.

Thomas McCartney McCandless (September 6, 1821 - September 5, 1907) was born in Pennsylvania; he was a descendant of the McCartney family, who were the principal owners and founders of Indiana County, Pennsylvania.  Eliza Ann Newman (April 25, 1826 - October 26, 1891) was born in Bedford County, Pennsylvania, the daughter of Peter Newman, a miller, born in Heidelberg, Germany, and of Jane Ferguson Newman.

They had seven children – this story is about three of the boys and their ties to Hawaiʻi.   Jim arrived in the islands first (1880,) followed by John (1881) and Link (1882.)

A chance call on the late Samuel G Wilder, a pioneer shipping man of Hawaiʻi (and then-Minister of the Interior under King Kalākaua) who was visiting in San Francisco in 1880, brought Jim to the islands.  “He told us the story of the first well drilled in the Islands, and the manner in which the new work was developing. Then we told him what we knew about drilling wells.”

James Campbell was owner of the Honouliuli Ranch; it was mostly dry plains, needing only water to make it fertile. In July, 1879, John Ashley started drilling the first artesian well in the Hawaiian Islands in the rear of the James Campbell Ranch House at Honouliuli, Ewa District, on the flat land close to the sea.

At a depth of about 250 feet, they found fresh water, which flowed in a small stream over the top of the pipe, the first well in Hawaiʻi, and also the first flowing well in the Hawaiian Islands.

“We were, of course, strangers to (Wilder) and he had only our word for what we knew about drilling wells, but after looking us over he seemed to feel that we would be able to deliver the goods. Consequently, on that Saturday in December, 1880, we sailed with Mr Wilder for Honolulu in the Hawaiian Islands”.  (McCandless)

“When (Jim) got to Honolulu on December 30, 1880, after a voyage of nine and a half days, the port was quarantined against small-pox. Instead of landing at the dock, we were taken over to the reef at the place where the drydock now stands. A sort of boardwalk was built out into the harbor, but the water was too shallow for ships' boats to reach it; so each passenger was carried ashore on the back of a Hawaiian.”

Jim first partnered with Captain William D Braden, later his brothers came to help.  Their first well was at Mahukona on the Island of Hawaiʻi.  “We stayed on the job at Mahukona until the well was finished, but found only salt water. At 800 feet, Mr. Wilder stopped the work on the well and we came back to Honolulu.”

“After we had returned to Honolulu from Mahukona, Mr. Wilder helped us in securing contracts for five wells, to be drilled for His Majesty, King Kalākaua: one in the Palace grounds, one at his home in Waikiki, and three others located on his properties in the outside districts.”

Over the next 55-years, McCandless Brothers drilled more than 700 good wells across the Islands.  Their wells helped support and water the growing and expansive sugar and pineapple plantations including ʻEwa, Kahuku, Oʻahu, Waialua and other large producers, and also on the Islands of Maui, Hawaiʻi, Kauaʻi and Molokai.

ʻEwa plantation was the first plantation in Hawaiʻi that installed pumping plants for irrigation from artesian wells; in its day, it pumped four times as much water as the City of Honolulu used. (Nellist)

“Among the crowding memories of the more than fifty-five-years that we have lived in Hawaiʻi is the thought that we came here as young men seeking our fortunes, and trying to better our fortunes, and trying to better our condition in life.”  (McCandless)

“Since 1880, we have witnessed several changes in the government of Hawaiʻi. King Kalākaua, a jolly monarch, was on the throne when we arrived. He was followed by Queen Liliʻuokalani, who reigned until the overthrow of the monarchy in 1893.”

“Annexation did not come until the Spanish-American war. Then the United States suddenly woke up and annexed Hawaiʻi, the Gibraltar of the Pacific. (It has been claimed that we are not a real territory of the United States, yet I often wonder how many other countries would like to own us.)”

“We three brothers each took active parts in the overthrow of the Hawaiian monarchy. We belonged to the first company of sharpshooters in the National Guard of Hawaiʻi, and were proficient in the art of shooting and handling guns. We participated in several skirmishes”.  (McCandless)

John was a member of the "Committee of Thirteen," which took an active part in the overthrow of the Hawaiian Monarchy in 1893. From 1894 to 1898 he held an office under President Sanford B Dole, in his cabinet, and later became a member of the Senate.

He was the first superintendent of public works under the territorial government, and while holding this office built the first road around Diamond Head on the sea side of the crater, and the lighthouse there.

Link, as a boy, had a great desire to own land and cattle. His ambition has also been achieved. It was not long after he arrived in the Islands that he leased the lands here and there and formed huis to buy more.

With a hui, he bought land of Waikāne and Waiāhole on the north side of the island of Oʻahu. He bought this land with the water rights, later selling part of this right to the Oʻahu Sugar Company.  John ended up controlling thousand acres on his own (and a lot more through various partnerships.)

Link conceived the feasibility of diverting water from Waiāhole, Waikāne and Kahana, on the windward side of Oahu, through the mountain divide to the rich sugar lands on the leeward side of Oahu by means of a tunnel.

Link fathered the Torrens Land Court Law in the territorial senate in 1903, thus establishing the right of individuals to prove title to their land holdings. (Nellist)

John and Jim partnered on a downtown Honolulu lot and built the first modern office building in Honolulu, in 1907. It is five stories high (and also reported as one of only a few Honolulu buildings to feature a full basement,) built of lava rock - the McCandless Building (it is still standing at 925 Bethel Street.)  Nearby is the still existing McCandless Block at 9 North Pauahi Street.

Jim took an interest in the Masonic Lodge and became a member of the Aloha Temple in 1904.  At the meeting in Washington, DC, of the Supreme Council of the Thirty-third Degree of the Ancient and Accepted Scottish Rite of Free Masonry of the Southern Jurisdiction of the United States of America, he was elected to receive the 33° of the A and A Scottish Rite of Free Masonry (conferred upon him at Līhuʻe, on February 16, 1934.)

A descendant in the family is Maxwell (Max) McCandless Unger; Seattle Seahawks center, he’s a ProBowler, Super Bowl winner and graduate of Hawaiʻi Preparatory Academy.  His family manages McCandless Ranch in South Kona.

Hālawa Shaft


The Hawaiian Islands are made up of one or more shield volcanoes that are composed primarily of extremely permeable, thin basaltic lava flows (within the flows are a few ash beds.)  Ordinarily, basalts are among the most permeable rocks on earth.

When rain falls on the Islands, it does one of three things: (1) wets the land surface, shallow infiltration saturates the uppermost soil layer and replaces soil moisture used by plants and then is absorbed by the vegetation and/or evaporates (evapotranspiration;) (2) runs off, eroding the land, forming valleys and gouges in the mountain slopes (and also creates some spectacular periodic waterfalls;) or (3) percolates into the ground (slowly sinks into the ground and becomes groundwater.)

The latter contributes to the groundwater recharge of the area (in the Koʻolau, it takes about 9-months for the rain, now groundwater, to seep down through cracks and permeable materials in the mountain.) Other recharge components include cloud drip (moisture condenses on the trees and leaves as clouds/fog drift through) and irrigation of an area helps add to the recharge.

Rainfall percolating through the ground may accumulate in three principal types of groundwater bodies: (1) high-level bodies perched on relatively impervious soil, ash or lava layers; (2) high-level bodies impounded within compartments formed by impermeable dikes that have intruded the lava flows; and (3) basal water bodies floating on and displacing salt water.

The principal source of fresh ground water in the Hawaiian Islands is the roughly lens-shaped basal water body floating on and displacing denser sea water.  (It varies by area, sometimes there is high-level confined water.)  Recharge of the basal water body results directly from percolating rain water or by underground leakage from perched-water bodies and bodies impounded by dikes.

The Ghyben-Herzberg principle applies to this basal water that suggests the top of fresh water above sea level should be balanced by a thickness of fresh water below sea level about 40 times as great.  That generally means, for every foot of fresh water above sea level, there is 40-feet of fresh water below it.)

Water resources were becoming a challenge in the growing Honolulu community. “From the outset it was the Board’s major problem to supply the City of Honolulu with water from sources within its own boundaries as long as that remained possible.”

“The Board's long range plan, however, contemplated the eventual necessity of going outside the boundaries of the District of Honolulu for additional artesian water but it had been thought that the time when this would have to be done was far in the future. However, when the emergency arose it was possible to advance this phase of the program by deferring the infiltration projects.”

“Bond moneys that would have been applied to infiltration were transferred to a new project through which additional artesian water will be brought into the city from a 284-foot inclined shaft and electrically-operated underground pumping station in North Hālawa Valley.”

“War has delayed the completion of the North Hālawa project and has greatly increased its cost. Army and Navy authorities have given us splendid cooperation on this project, and, although we cannot be certain how soon all the materials and equipment required for completion of the installation will reach us, progress on its construction has been satisfactory, and it should be completed within the year 1943.”  (Report of the Board of Water Supply, Ohrt’s Report, January 28, 1943)

North Hālawa Valley overlies the Pearl Harbor aquifer, an important source of potable water for the island of Oʻahu. Freshwater in the Pearl Harbor aquifer is part of a large, lens-shaped body of ground water that is thickest in the central part of Oahu and thins toward the coastline.

This lens of freshwater, known as the ‘basal lens,’ floats on saltwater that penetrates from the ocean into the basalt flows of which the island is composed.  (Izuka, USGS)

In some early installations, vertical wells were drilled in the tunnels to develop additional water.  Hālawa was different; it is referred to as a skimming tunnel.  It’s commonly called the Hālawa Shaft.

Skimming tunnels consist essentially of a vertical or inclined shaft constructed from the ground surface down to about the water table and one or more horizontal, or nearly horizontal, tunnels constructed laterally at, or just below, the water level to collect water.  (Peterson)

The fundamental advantage of the skimming tunnels over conventional wells is their capability to produce large quantities of fresh water from lenses so thin that drilled wells would recover only brackish water.

For this reason, skimming tunnels are especially useful in some of the dry leeward coastal areas of Hawaiʻi, as well as on many small oceanic islands with extremely thin fresh-water lenses.

Owing primarily to economic considerations and also to the greater flexibility of modern deep-well pumping stations, no new major skimming tunnels have been constructed in Hawaiʻi since the early 1950s. (Peterson)

The Hālawa Shaft facility is at an elevation of 165 feet above sea level; it’s one of five main shafts operated by the Honolulu Board of Water Supply. (The other main shafts include Wai’alae, Kalihi, Makaha and Pearl City.)

Approximately 15-million gallons of pure water is pumped every day from the Hālawa shaft by three pumping units which have a capacity of 18 to 20-million gallons per day.

The water pool is a ‘hole’ at the top of a 919-foot long water development tunnel below. The Hālawa Shaft was put in operation on August 22, 1944.  (Papacostas)

The completion of the Hālawa Shaft made possible the importation of water from the Pearl Harbor area to Honolulu permitting a reduction in draft from the Honolulu aquifer.

This change in draft has raised the water levels in Honolulu to the extent that this aquifer now appears to be functioning well within the limits of its safe yield. (Ground Water Development, 1958)

While I was at DLNR, I had the opportunity to have a private tour of the Hālawa Shaft.  The lack of a key to unlock a gate on the stairs leading down the shaft caused quite an embarrassment to the Water staff.

Rather than turn back, we climbed over the gate and were able to view the shaft and water pool.  (Check the photos in the album.)

Frederick C Ohrt


Honolulu's public water system is one of the oldest, if not the oldest, under the American flag west of the Mississippi River. The first unit, installed, paid for and operated by the government, was in service on March 31, 1848.  (Nellist)

At that time, whale products were in high demand; whale oil was used for heating, lamps and in industrial machinery; whale bone was used in corsets, skirt hoops, umbrellas and buggy whips.  Rich whaling waters were discovered near Japan and soon hundreds of ships headed for the area.

The central location of the Hawaiian Islands between America and Japan brought many whaling ships to the Islands.  Whalers needed food and the islands supplied this need from its fertile lands.  Another thing the early whalers wanted was water.

The first ships to visit Honolulu obtained their fresh water by sending small boats with casks up Nuʻuanu stream above the salt water tidal area.

With the threat of competition from California and Mexico, it is quite clear that it was a desire to serve and hold the trade of the whaling ships that caused Honolulu to initiate its water system.  (Nellist)

Then, in 1848, in his annual report to King Kamehameha III and the Legislature of Hawaii, Keoni Ana (John Young), Minister of the Interior, made this notation:
“A water tank, for the convenience of the shipping (New England whaling ships,) is placed in the basement story of the new Master and Pilots’ Office, near the wharf (Nuʻuanu Street.) And it was supplied through a leaden pipe from a reservoir at ‘Pelekane’ …”  (Schmitt)

After the completion of the Bates Street reservoir in 1851, nearby businesses and homes were connected with the main. The system was further expanded in 1860-1861, eventually covering most of the city.  (Schmitt)

Over the years, the fledgling water system expanded.  Then, on April 29, 1925, Governor Wallace Rider Farrington formed and appointed members to the original Honolulu Sewer and Water Commission.

Their first meeting was held May 14, 1925 and the organization was completed on July 1 with the appointment of Frederick C Ohrt as Chief Engineer (Ohrt resigned from Libby, McNeill & Libby to take the position.)  (Nellist)

In his report to the Commission, Chief Engineer Ohrt added this observation: "... the first duty of whomever may be held responsible for correct solution of the water problem is to insist upon an aggressive policy of conservation and reasonable use of Honolulu's most valuable resource. Most valuable, because the measure of value is necessity; and the growth of every city is rigidly conditioned by its water supply."

Then, on July 1, 1929, Governor Farrington appointed members to the first Board of Water Supply (BWS;) they immediately appointed Ohrt Manager and Chief Engineer.

Ohrt established the principle that the construction necessary to support a utility need not spoil the landscape. Many examples of this can still be found around Oahu such as the pumping stations, which were designed by the respected architect CW Dickey.  (Engineers & Architects of Hawaiʻi)

The semi-autonomous Board of Water Supply (BWS,) under the administration of Frederick Ohrt, had been established in 1930 to replace the mismanaged and scandal-ridden City Waterworks Department, which had brought the city to the verge of a water shortage.

Flush with federal funds flowing from the Works Projects Administration (WPA) during the Great Depression, the Board assigned four projects to architect Hart Wood during the period 1933-1936.  (Historic Hawaiʻi)

Some of these lasting legacies under Ohrt’s leadership include the Pacific Heights Reservoir (1933,) the Makiki–Mānoa Pumping Station (1935,) the Kalihi Uka Pumping Station (1935) and the Nuʻuanu Aerator (1936, its purpose was to purify surface waters drawn from Nuʻuanu stream.)

Perhaps the crowning achievement of Board of Water Supply designs is the Administration Building fronting Beretania Street. Wood began the design of this project in 1947 and completed the design by about 1951, but the building was not completed until after 1952 (the year Frederick Ohrt retired from the Board of Water Supply.)  (Historic Hawaiʻi)

One of the early facilities of the fledgling Water Department (before Ohrt’s involvement there) was the Kalihi Pumping Station, on the corner of Waiakamilo and North King Street.

The initial building was constructed in 1899 (it has since been replaced.)  The pump in the plant was an EP Allis Vertical Triple Expansion Triplex Single Acting Pump.

There are three wells at Kalihi Pumping Station. Two of these wells were bored in 1899 and the third in 1900. The wells are cased with steel casing 3/8” thick. These wells are of 12” bore.  (Hawaiʻi Dept. of Public Works, 1913)

It is now home to the Water Department’s Fred Ohrt Water Museum, named in honor of BWS’s first Manager and Chief Engineer.  The museum is located at the Kalihi Pumping Station, 1381 North King Street.

Tours their include an introduction to our island's water cycle, discussion on water conservation, and walking tour of the museum showcasing "The Old Man of Kalihi", the original 1899 steam pump, and history of the BWS.

The Honolulu BWS is the largest municipal water utility in the state, serving one-million customers on O‘ahu with 55-billion gallons of water every year, which includes 95-active drinking water facilities, 166-storage tanks and more than 2,000-miles of pipeline servicing nearly every community on O‘ahu.

Another Wood design was Fred Ohrt’s residence on Pali Highway.  In 1987, it was added to the National Register of Historic Places as representative of the Tudor–French Norman Cottages Thematic Group of homes in Honolulu (between Hānaiakamālama (Queen Emma Summer Palace) and Oʻahu Country Club; on the golf course side of the highway.)
